why would a country waste nukes on Oz and have their own capitol targetted in response ,would be ...MAD
if a coubntry decided to start a nuclear war they'd be going for the jugular ...which isn't Oz

thought MAD would be something even you could understand

for a nuclear war to be contemplated for aa very start one player would near a very clear technological edge and I don't see that at present
the risk of nuclear war that exists at present is the risk of a mad man doing the deed
