Personally, I don't think its a big problem (yet).

Firstly, VEB is already under sanction, so its not going to impact much,

Secondly, it prohibit "American" financial institutions from dealing with VEB and in USD.

Thirdly, EU (won't get agreement due to Hungry, France and Germany) have not imposed financial sanctions against Russia. So Russia can continue to transact in Euros. The simple fact is, most of EU countries rely on Russian oil and gas - they won't destroy their own economy for two breakaway regions in Ukraine which was already under Russian control.
