OK. The UAF started this war with 196700 active personnel. The hypothetical reserves weren't much to speak of in terms of capacity at that point in time.
The TDF was formed after Putin's decision to invade.
The numbers you quote say that the UAF now has 200,000 active and 250,000 reserve (TDF) personnel..... although the TDF now has an active/pointy end.
So the actual capacity of the UAF has about doubled.
