I am disputing the right of one country to demand a neighbour declare neutrality and then invade even thought the invaded neighbour was not a military threat.

Using your argument, because Russia was a highly militarised state, and therefore potentially a threat to its neighbours, the neighbours would be entitled to invade Russia.
