Absolutely NATO went into Afghanistan defensively. It was a direct response to the September 11 attacks. No September 11, no NATO in Afghanistan. If anything, NATO showed restraint by not going into Afghanistan earlier, after the attack on the USS Cole and the African embassies bombings, all by Al Qaeda based in Afghanistan and knowingly hosted by the Taliban.
