I suspect that Putin's agents have done much more than cause a delay. A small crack in a car windscreen can grow.
There are many interpretations of Islam. Some appear to make no exceptions when it comes to a Koran burning. Liberal Muslims may refer to Muhammed's forgiving reaction to the old woman who through rocks at him whenever he passed her house. He became worried about her one day because she wasn't there to throw stones at him. He entered her house to find her very sick. Muhammed then helped nurse the old woman back to health and she became a follower.
With the exception of the hypocrite that runs Iran I can't see forgiveness coming from any Islamic scholar because Putin's act was carried out to pin the deed on someone else.

Muslims who fight for Putin thus become complicit in Putin's Koran burning if they continue to fight for Putin.
