The 20% figure you embrace is relative.
The peaceful Ukrainians having been invaded by 200,000 troops were staring down losing 100% of its territory so they would be happy with 20% only.
Meanwhile Putin, his goal was 100% so 20% would be seen as a failure.
Now we're at a stalemate. Neither side has the capacity to do much of significance.
