That's rubbish, a coup is an illegal overthrow of the government no matter how many people take part or died.
The two president elections since the coup are in question of legitimacy because of the demographic changes and widespread oppression of the pro-Russian people. Generally speaking any government after a coup is illegal until the members of the coup are sent to justice.
