Ground forces have been impacted quite a bit.

Here's the rub re Russia's strategic forces, their submarines are of little use against a country with no navy, their surface vessels don't stray far from base after what happened to the Moskva & it's failure to detect ground based neptune missiles, and their air force has been under a self imposed near grounding since the beginning of the war after early losses and the increase in Ukrainian air defence capabilities.

Vlad hasn't, and probably won't deploy those assets because he's too afraid of losing more of them.
