Russia seems to be evacuating cities under its control subject to Ukraine attacks see Kherson and more recently other towns in the zone of expected Ukraine counteroffensive.
Ukraine doesn't seem to preemptively evacuate civilians from cities under its control where the russians are advancing/attacking.
Is Ukraine exploiting the propaganda opportunity of dead civilians perhaps? In the east there are more ethnically russian civilians.
