I'm leaning the way of Russia, I'm just being honest by saying I can't be 100% certain at this point.

You are right though, the timing would be awfully co-incidental if it were an accident / lack of maintenance.

I go hard when I'm very confident on the facts or logic. There just seems to be negatives for both sides purposefully blowing the dam.

Happy to wait a few days for things to settle and more information to come to light.
