Yes it will, provided those currently in Donetsk & Luhansk who want to live under Russian rule leave with the Russian military.
If it was all about protecting "Russians" from violence in Donetsk & Luhansk, Putin offering to re-home those "Russians" in Russia should always have been the solution. Not invading a Sovereign nation.
