Certainly NOT true of Donetsk and Luhansk which prior to russias incursion were majority Ukrainian ethnically NOT russian .
(Now putin has chucked in KHarkiv abd Kherson as well with no attmept to excuse that conquest .)

but there is no RIGHT for part of a country to be allowed to secede anyway ....many have tried , some succeeded but many failed - Tami area of Sri Lanka and Catalonia are a couple of recent failures .
