Taking any footage and just attaching whatever narrative they can think of at the time. Often times the Kremlin lies and propaganda machine take footage of their own atrocities and create fake stories blaming Ukraine, it's exactly these fake stories where the origins of Ukraine "shelling Donbas" comes from, pure lies and propaganda.

Sadly, there are no shortage of gullible fools out there who still believe what ever the Kremlin lie and propaganda machine pumps out, regardless of how ridiculous.
