Russia is a capitalist country and Putin uses Great Russian chauvinism to rally support which is appealing to russian fascists.

But Russia is not a "fascist state".

If you base your definition on the present invasion then you could define the US and NATO states as fascist, based on their wars of conquest over the past 30 years.

But it is a global thing, in all "advanced" capitalist countries fascist parties are being financed and promoted by capitalism, because capitalism once again is back in a period very much like the 1930's.
