Well, not till Zelensky's ratings started dropping hard and fast earlier this year.
As per Stoltenberg, Russia's invasion of Ukraine happened because of fears of NATO's expansion. Nothing about land. And he acknowledged the fact that the Russian government approached NATO several times expressing it's fears and concerns. Those concerns were ignored. Russia-Ukraine peace making efforts were sabotaged (by EU/US).
That March 2022 deal sure does look like it would have been a win for Ukraine, considering all their losses. In people and territory.
