    Russia was behind cafe strike that killed 59, says UN

    There are "reasonable grounds" to conclude Russia carried out a missile strike that killed 59 people in a Ukrainian cafe, a report by the United Nations human rights office has found.

    There was no indication of military personnel or any other legitimate targets near the establishment in Hroza, Kharkiv, on 5 October, said Liz Throssell, spokesperson for the UN High Commissioner for Human Rights (OHCHR).

    Residents, witnesses, two survivors, medical staff and morgue employees were among 35 people interviewed by the OHCHR for its report.

    "Russian armed forces either failed to do everything feasible to verify that the target to be attacked was a military objective, rather than civilians or civilian objects, or deliberately targeted civilians or civilian objects," the report read.

    Ms Throssell said: "Either scenario would be in violation of international humanitarian law."

    The weapon likely used in the attack, an Iskander missile, was part of Russia's arsenal but not Ukraine's, according to the report.
