so let me explain that to you as you clearly don't get it .....they are establishing a fund..... doesn't mean they will fork out the money themselves .....they won't "own" anything they don't create themselves with that moneythey put in ....them or the fund holders contributing the (investment ) for particular projects
all countries seek foreign investment incl russia evven China ! (OK, not N Korea)

Businesses are invested in , created and then produce a return on that investment .
that is how things work in a free enterprise system - or would you preferr communism ??
