The list of 8 demands sent by Russia to Washington back in December 2021 was a declaration not a treaty. Go away to the Atlantic was the message. Some points were not possible to implement, but Russia did not expect NATO to. NATO and Washington should have seriously considered accepting the main point raised by Russia though.
The main point was Ukraine and its bid to join NATO. Russia requested a NATO commitment that it would not offer membership to Ukraine specifically. But NATO officials emphasized that NATO Countrieswill not rule out future membership for any Eastern European countries, including Ukraine.
