Yes I think that's a big part of it. Putin (and others everywhere) don't want any understanding that Stalin repudiated the original international perspective of the bolsheviks and liquidated almost the entire leadership of the russian revolution and millions of socialists and communists and dissolved the communist international.
Yelstin, Gorbachev, Putin and the restoration of capitalism and dissolution of the USSR are all the end result of Stalin.

Most of all they don't want it known that there was and is a left wing/internationalist alternative to stalinism .
