Its why Putin had to save missiles for several months in order to have quantity that could overwhelm what Ukraine currently has for AD. After this strike they‘ll get more and Putin will need to save for longer and longer to be able to overwhelm Ukraines AD.

Although large in number, it was a huge waste of money and largely ineffective considering the number of strikes and what was actually struck.

As you say, emotional decision making, not clinical and for maximum effect like the Ukrainians do.
