Few politicians in Congress are prepared to risk their seat by voting for more funding to Ukraine.
America has over 41 million people on food stamps; living week by week. American would be mad as hell if their politician decided to fund the pension and salaries of Ukrainian, instead of helping American. And those US politician running for re-election are aware of this.
Of course, Biden's team know this as well. But they need the money to fund Ukraine, so they are sending out the message to Congress, if they don't provide more money to Ukraine, they are going steal the frozen Russian funds. Its a political tactic, IMHO.
Its why they deliberately gave Congress a deadline of Feb 2024.
High stakes game of who is going to "blink" first.
Personally, I don't think Biden will confiscate the frozen Russian funds.
1. US is Not at War with Russia - ie. Russia haven't done any physical damage to US, so they have no justification for this,
2. No International court (ICJ) have ruled in favour of this - ie. provide the legal justification for this, and
3. It will ruin the US financial system in an election year, as most countries will pull their money out of the US.
IMHO, if they intended to do, they would have done it, more than a year ago, when this was first flagged. They all know the consequences of this action: it will upend the financial system of both the US and EU.
Will Biden destroy his own country for Ukraine???
I don't think so. Losing Ukraine will certainly be embarrassing for Biden, but it will not endanger EU, Nato or the US.
No doubt, it will certainly be painful for Ukrainian.
Nonetheless, Ukraine is just a pawn, a proxy, to be used against the Russian in a geopolitical struggle. Nothing more.
Losing Ukraine is Not an existential threat to EU, Nato or the US.
So if Congress does not provide funding (after a lot of pressure), they will simply walk away from Ukraine as they did to Afghanistan.
