Contrary to populist belief within this forum Putin is bound by Russian laws. If there's any truth to a unit of conscripts sent to front at wars start, that would be a major blunder by some officer who'll pay for it.
A disadvantage to Putin of calling this a special operation rather than declaring war is he can't legally enforce mass conscription.
BTW, up to a certain age, 62?, those who have previously done their time as conscript can volunteer to join but like everyone are subject to health screening.
