Here is a clue for you: look up the EXPIRY date of the Minsk 2 agreement. Yes, 21st Feb 2022. That is Correct - the Expiry of the Minsk 2 agreement was 21st Feb 2022.
Well, what a surprise that Russia recognized the Luhansk and Donetsk as new Republics - after the expiry of the Minsk 2 agreement?!? Lol
And here is another reason why Russia recognized them as new republics.
The Ukrainian were bombing the living daylight out of the Donbas regions on 19th and 20th Feb 2022. And this report is from OSCE (totally independent from Russia).

They were being attacked massively on 19th and 20th Feb 2022, so they asked for protection from Russia. Russia by recognizing the new republics, would allow them to sign defence agreements, which happened and allowed Russian forces to be stationed there - by invitation.
Repeat again, the Minsk 2 agreement EXPIRED on 21st Feb 2022. There was NO Protection to Donetsk and Luhansk after its Expiry date. They were outgunned and they feared imminent invasion - certainly with justification, given the massive increased in bombings from Ukrainian government on 19th and 20th Feb 2022 (refer to OSCE report again).
