The Russian Parliament passed a bill recognizing the new Republics, on 21st Feb 2022.

Putin as PRESIDENT of Russian signed it into LAW on 22nd Feb 2022, hence his statement about Minsk 2. Note: he has the option to refuse it - in which case, it does not become LAW.

Its the same in the US where Congress passes bills and the PRESIDENT of the US sign it into LAW. And Biden also have the option to refuse the bill from Congress!!! If he did, it would NOT become LAW
