Even though you referenced the least reliable source one can find, you finally got it right.It was not Russia to blame for the end of the Minsk agreements. It was Z.

Because Z had decided that his presidency by avoiding another violent government overthrow was more important than pushing with the peace negotiations. He removed any chance of achieving one. He told Putin and the European leaders in Paris  in 2019 that he didn’t want to implement the Minsk agreement. Z never returned to the negotiating table after that. The rest is history.
