I'd suggest thats true of both sides.

Civilian schools are Hospitals are not targeted per-se but sometimes are used by both sides militaries as useful large buildings for observation and communications posts. Sometimes the militaries will use nearby facilities as a human shield attempt.

Sometimes these buildings are hit because they have a legitimate military target and sometimes are hit simply by collateral damage or as a result of air defence work sending things off course or raining down debris.

100% certain both sides will use schools and hospitals damage/destruction as a propaganda opportunity.
