I might be wrong, but, I believe that Vlad wants you to believe that "he's prepared to throw anything at this. Including chemical, thermobaric or nuclear options", and that, "nothing is off the table".

I think he plays a game of bluff, just like what happened in 1938.

Much as I don't like to admit it, but maybe Reagan was right: You don't negotiate with a brutal dictator (In his case; the USSR).
