The commander is talking about needing more young men, and how he doesn't understand why people are against mobilising more. He talks of the issues with having older fighters and how many of the younger ones have 'been used up' wounded/dead/transferred ('psychological issues'). It is clearly not ideal (in his view) that he is in charge of older fighters. He wants young blood.
Maybe write to him and inform him about the great benefits of old blood.
