Orban is in violation of EU rule of law regulations.

EU are withholding EU cash until Orban is no longer running foul of the EU's rule of law regulations.

Orban is using using his veto, sorryy vote, on other EU matters to try to blackmail the EU into giving him EU cash that is being withheld due to his rule of law breaches.

EU are going to vote to remove his veto, sorry vote, on these other EU matters. The EU is entitled to hold this vote and if two thirds agree then Orban will lose his balckmail veto, sorry vote.

A dictatorship would be he is forced to do something he does not want do and has no say in it. EU is voluntary, Orban can exit the EU anytime he wants. No one is forcing him to remain in the EU.

If however Orban wants EU cash he will have to follow EU rules.
