Putin is trying to push the narrative that it's Ukraine who needs surrender, he knows that is the only way he'll acheive a victory because a proper negotiated settlement will result in a loss for Putin because he has not been able to dictate military terms enough to demand more.

Yes you're right, Ukraine will be a rebuilding bonanza after the war is won and will make it, technologically at least, one of the most advanced in the world, whereas Russia, already crumbling and in corrupt decay, will have no money, no people and no investment and will continue it's declining trajectory it is already on. All because of one idiots vanity war. Sad.
