Sure but IMO NATO's HIMARS units operating in Ukraine and SCALP/Storm shadow missiles have been useful primarily because of the NATO targeting intel, Global Hawk, MQ9s, space based assets and other surveillance aircraft that operate over the black sea and NATO airspace and in space and are off limits to the russians to take down. Not a game changer in such small numbers but demonstrated to have effective capability thanks to the untouchable high tech intel..
