Orban was declared in breach of EU rule of law regulations, this is why they froze his funds.

Orban broke EU rules, he had funds withheld as a result.

Orban, the attempted blackmailer, then tried to veto EU progress to get access to those funds that were frozen for his rule of law breaches.

Orban decided not to continue his veto because he would be sanction by the EU and lose his vote, he would be sanctioned because of his attempted blackmail.

Orban is free take Hungary out of the EU anytime he like if he does not like EU rules.
