Orban tried to blackmail the EU into releasing those frozen funds by stopping other EU activities to unfreeze funds.

EU were moving to sanction him for trying to veto through blackmail.

Orban knowing he’d lose on a sanction vote dropped his blackmail and did not receive any further funds.

The EU commission would have been investigated along with Orban for releasing some frozen funds to have Orban drop his blackmail veto, as they should be investigated

Orban is free to leave the EU anytime he likes if he does not wish to abide by EU rules.
