What Putin meant was in the context of the planned joint Polish/German invasion of the USSR, Poland "forced" Germany to invade Poland as no agreement between the two was able to be reached. There was no deal between Stalin and Hitler to carve up Poland, there was however a deal between Poland and Germany to carve up Czechoslovakia, as Putin pointed out.
