After that massacre, the BuK launcher went back to Russia.
Your "declined to rule" dishonesty means the UN did NOT GIVE ANY RULING as to what happened, it doesnot absolve Russia of any guilt as you dishonestly imply.
"declined to rule" does not equal Russia not guilty. Who the judges are is not an issue since they said they "declined to rule". Your dishonest interpretation of that is irrelevant.
