A Russian activist living in London says people in Russia believe they would be "shot at" if they protested in large groups.
In an interview on Sunday Morning With Trevor Phillips, Ksenia Maximova, founder of the Russian Democratic Society in London, was asked about the estimated 400 protesters arrested for paying respects to Alexei Navalny - a vocal critic of Vladimir Putin who died in prison on Friday.
She said police have "roughed up" protesters of all ages in "a really terrifying manner" to show that there's no space for anyone - "even if it's just one person with a flower" - to oppose Mr Putin's regime.
Ms Maximova said the number of protesters is relatively small because there is "quite a common understanding that if there is a big protest in Russia today, people are going to be shot at".
"This regime is not going to stop," she said. "If there is a protest big enough that cannot be dispersed, it is going to be shot at. And people do understand that."
