    no it doesn't .....civillians being hit occasionnaly doesn't demostrate "DELIBERATE" .....Ukraine aren't interested in non military targets and don't have the munitions to wste

    russia ARE targetting residential areas repetedly ......areas a thousand miles often from the front lines - how deliberate is that !


    then there the scale of it ....Ukraine may have killed dozens ....russia thousands
