IMO the incremental gains and losses by both sides could be tactical:
There's a battlefield tactic that says when there is a dogged standoff with little or no progress by either side that a tactical retreat can lure the enemy to advance into territory where he can be readily killed/routed .
These retreats were regularly practiced in past wars so there is a reasonable chance that this is happening on the Ukrainian battle front at present, IMO.
