The US has also been responsible for funding of various political groups for the purpose of toppling/undermining/influencing foreign governments. It is not a new concept. I am not sure about Putin's ability to influence Trump and the broad base of the US lawmakers though. Trump is a definition of egocentrism, who refuses to be influenced by anyone, and majority of the lawmakers in the US still view Russia as threat and they do not trust them.
