out of action or damaged a section of plant?
I think this oil price action by Ukraine is good for fossil fuel price btw so they are finally doing something to drive up oil price and global inflation that the weak sanctions couldn't do. I am not sure if any hit refineries are actually out of action though some of these things are as big as towns in their own right and have multiple trains. It will be damaged, so plant capacity will be impacted for sure, damage can be repaired usually but i would be surprised if they have taken whole refineries out of action, maybe a storage tank or a pipe in the place. Temporary interruption while fire is brought under control to wider production.
I am not sure how these oil price / global inflation actions help them on the ground though unless refined fuels become so scarce in Russia that it impacts operations and that will take a massive continuous campaign.
