    tariff affects the consumer, NOT the exporter (assuming you hate Russian exporters).

    now, a tool like you, wouldn't understand that prices of wheat is established by an international market - if the EU doesn't want to buy it, somebody else will - levying a tax after it has landed and prices paid to the Russian exporters, means you are ONLY hurting your own consumers.

    so that means the Gov want extra tax from its own people, and using the Russian bogeyman as an excuse!!!

    of course, it also protect the farmers of their country, from being out-competed by food imports from outside.
