Putin dismissing warnings could have been deliberate to allow the attack to happen to try to blame Ukraine. As he is now, like a fool, trying to tie Ukraine to an ISIS attack.

False flag apartment bombings across Russia in the 90’s is case in point that Putins regime would be capable of allowing a terror attack to happen for their political benefit.

There were more police than mourners at Navalny’s funeral yet across the road from a GUR office in Moscow no police anywhere to allow heavily armed gunmen to go on an hr long rampage and get away, despite Putin having warning of imminent attacks.
