If the CIA expected an inside Medvedev job they should remove the informant and then put everything on the table. Clear evidence would bring the house of Putin down.
If the CIA expected an ISIS attack I believe they should table that as well. As we all know, ISIS does not operate from a typical command and control structure.
Putin's use of troops from majority Muslim regions as meat plays directly into the hands ISIS. So does the discrimination these people face wherever they go.
It is not in anyone's interests for ISIS to get Russian nukes.
