Your assumptions about my understanding are incorrect.
There were 2 Minsk agreements.
Both fell apart because Putin was never interested in serious negotiations and had always the intention to conquer all of Ukraine. This is evidenced by Putin attitude to negotiations that while he was supplying weapons, troops and funds to fuel the war in Ukrane he was simultaneously denying any involvement and often times refusing to discuss the matter with Ukraine, showing his true intentions to not negotiate in good faith, very dishoest behaviour.
Again, Minsk would never have been a thing if Putin honoured the Budapest Memorandum.
