Ukraine had nothing to do with it, so there is nothing to "keep off" Ukraine.
The only speculation is what, if any, involvement did the FSB have.
Putin was warned, FSB agents were present at the massacre and at the arrests of suspects, security screening was removed from the centre, security services did not respond for over an hour, FSB have undertaken false flag operations in Russia in the past, none of this involved Ukraine.
