No, this assumoption is not correct. Abstaning from a vote means they gave no opnion either way, if they explicitly disagreed with the statement they would have voted "no", if they explicitly agreed with th statement they would have voted "yes". Abstaining means no opinion was given either way.



Half the worlds population, as you put it in those terms, did not agree nor disagree that Russia is the agressor, but that means that half the worlds population DID agree that Russia is the agressor.
