I suggest you look at the state of economic and ideological affairs back in the 90's and compare it to the state of affairs pre-war. Attracting other can't really be a priority until your own affairs are in order. Your opinion is incorrect, for a lack of a better word that won't get this comment moderated ))) You're making it sound like Putin simply waltzed into his presidency, beat up some oligarchs and forced them to share their money "and the rest is history". That's not the case. The history is more nuanced and complicated. It involves bringing Russia out of the devastating post-USSR-collapse period, among a few other things. I understand the reason why you'd want to present "history" in this simplistic, almost fairy-tale like way. But please don't think that HC users are so dumb as to accept your narratives as the truth.

You have a habit of going around saying "that's not right" that is conspiracy" etc. without substance. I cannot help you but If you want some knowledge of what happened during early days of Putin presidency, read " Mikhail Khodorskovsky, the richest oligarch at the time who developed and brought in real oil wealth to Russia. He was sent to jail for refusing the 50/50 deal released later prob on a deal. He lives in the west write and do few interviews. Good reading for you to free yourself from propaganda infested web.
