The plan obviously is to keep this war going indefinitely on the basis that either Russia will run out of cash or both sides just get tired of fighting and Russia withdraws claiming its taught Ukraine a valuable lesson.
The preference would be that Russia runs out of cash and implodes.
Either way, the Ukraine would then join NATO as per Blinken's comments.
