You conveniently failed to mention that Russia instead was using tons of munitions blowing up Childcare centres, Kindergartens, Schools, Universities, Aged care homes, Hospitals, Shopping centres, Railway stations, Apartment blocks and other civilian targets in a pitiful attempt to frighten the general Ukrainian population into submission so didn't have enough bombs and missiles to also hit energy and water infrastructure.
